Abstrak

Penelitian ini bertujuan untuk memahami fenomena kecurangan dalam birokrasi Pemerintah Kota Ternate dan mengeksplorasi potensi implementasi teknologi blockchain sebagai solusi preventif. Dengan pendekatan kualitatif fenomenologi, data diperoleh melalui wawancara mendalam dengan pejabat dari Badan Perencanaan Pembangunan, Penelitian, dan Pengembangan Daerah (Bappelitbangda) dan Badan Pengelolaan Keuangan dan Aset Daerah (BPKAD). Temuan penelitian mengungkapkan bahwa kecurangan tidak hanya dipicu oleh perilaku individu, tetapi juga oleh kelemahan struktural dalam sistem informasi terpusat (SIPD), yang sering mengalami gangguan teknis dan inkonsistensi data antar instansi pemerintah (OPD). Pemerintah Kota Ternate telah mengembangkan sistem cadangan seperti SIMDA, EREMPAH, dan SITORANG untuk mendukung transparansi dan pemantauan pembangunan. Namun, akuntabilitas masih menjadi tantangan krusial. Teknologi blockchain, dengan fitur-fiturnya yang terdesentralisasi, transparan, immutable, dan smart contract, dipandang sebagai solusi strategis untuk memperkuat prinsip-prinsip tata kelola pemerintahan yang baik. Integrasi blockchain dengan sistem lokal dapat mendorong tata kelola pemerintahan yang lebih transparan, akuntabel, partisipatif, dan bebas kecurangan.
